This is a version of counter strike 1.6 where you are provided off-steam servers.
You cannot connect to steam users, however this version is guarenteed to have 30% less lag then the Steam version.
You are also provided with a dedicated server that allows you to make a private or puplic server featuring your own plugins, maps, etc....
