After some hours of searching on the internet, I found this tutorial.
All my credits go out to 'mustrum (DFXP)' and 'killah667 (DFXP)' for pointing this out.
If you dont have an Hex editor yet, you can use this one:

Make an backup of gta_sa.exe first, before editing!
Open your HEX editor and let the him open gta_sa.exe from your GTA San Andreas install dir. After that hit CTRL+F and search for the word `Personal`.

Once you found the word 'Personal' click on the first letter of this word.

Replace the word with `Gtasasav` and save the file. (File --> Save)

Open Regedit (Start --> Run --> Regedit) and search for the key;
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Shell Folders

Add a new key (REG_SZ).

Fill in 'Gtasasav` as the name of the new key file.

Double click on the key `Gtasasav` and fill in `C:\Documents and Settings\Gtasasav`. Click on OK and close regedit.

Go to 'C:\Documents and Settings\' and make a folder called `Gtasasav`. Now start GTA: San Andreas and when the main menu is loaded quit the game and have a look at `C:\Documents and Settings\Gtasasav`

As you can see GTA: San Andreas saves all his files from now on in this folder. You can copy all your other save games to this map. You can find your save games under 'C:\Documents and Settings\YourUserName\My documents\GTA San Andreas User Files'.
(Question) Why do I have to change this, when I only want to get ride of that bug in GTA: San Andreas?
(Answer) The bug that you all have, is not Rockstars Fault, but that from Microsoft.
I dont know how it comes, but windows makes some conflicts with GTA: San Andreas after saving a game in somebody's documents.
(Question) Are there more ways to solve this problem?
(Answer) Yes, you can also make an new Windows account after your installed GTA: San Andreas. If you play under that account there will be no problems at all.
